Mr. Adesoji Eniade, DG CITIZENSHIP & LEADERSHIP TRAINING CENTRE

The Citizenship & Leadership Training Centre (CLTC), is apparently one of the few surviving national Institutions established in pre-independence days of Nigeria (just like the Nigeria Police, The Prison, The Nigerian Railways, etc). It was founded as Man O’ War Training Centre (at Man O’ War Bay, Southern Cameroon) in 1951, by the British Government as the second institution in the world to run Man O' War Training Course in community development and leadership. The course covers all sorts of people—clerks, schoolteachers, junior Government officials, etc.—anybody who thinks he might benefit from a course by developing powers of leadership and learning to take a prominent part in the country's affairs, akin to the ones run by the Outward Bound Centre in the Aberdovey (UK).


It provided training for personnel officers mostly from within the West African Sub-region and as required by the Home Government (British Empire) to service the various Governments and Institutions within the countries colonized by Britain.

The need to formulate a new sense of direction and approach to human development led to the establishment of training in citizenship and leadership ideals. To meet up with the new idea the Nigeria government organized experimental courses for young and newly employed administrative officers and social workers between the month of March and May 1957 at Awgu in the eastern part of the country (now in the present Enugu State).The result of this experiment was fruitful.

By 1960, after running series of courses at the Man O’ War Bay, the Centre was moved to Kurra Falls in the Plateau province (now Plateau State) when the Southern Cameroon through the United Nations organized plebiscite seceded from Nigeria.

At Nigeria’s independence, the then Prime Minister, Alhaji Tafawa Balewa christened it “CITIZENSHIP AND LEADERSHIP TRAINING CENTRE”. The Centre’s existence as a structure in government was given a statutory recognition in 1960 by an Act of Parliament published in the Extra – Ordinary Gazette No 45 Volume 47 of August 10, 1960. The Act has been updated by Decree No 38 of December 1989.

At its inception, programs where ran from a base on the foot of the Cameroon Mountains in Southern Cameroon. Later the training was moved to a location in Kura Falls, Nigeria (1963). From there, the Centre re-established Mountain School at Shere Hills, Jos. In line with the geographical divide of the country, a Training Unit was established Sea School at Apapa (Lagos) in 1964, paving way for one at the eastern zone Forest School, Port Harcourt, River State in 1977. A Women Unit of the Centre was established in 1975. This Unit was recently relocated to a permanent site at Otu - Jeremi, Delta State. The relocation was facilitated by the Delta State Government. The Centre also established the following Units in 2002; CLTC Desert School, Fika, Yobe State; CLTC RockLand School, Kotokorshi, Zamfara State and CLTC HillTop School, Agwu, Enugu State; thus ensuring the spread of its operations across the six geo-political zones of the country.

Adesoji Williams Eniade (born April 3rd, 1959) is a Nigerian public administrator and politician. He was the Oyo State Head of Service between 2014 and 2018, a post he recently retired from after 35 meritorious years in the state's Civil Service. He presently serves as an Executive Assistant (Administration) to the incumbent Governor of Oyo state, Senator Abiola Ajimobi. He is currently also a gubernatorial aspirant in the upcoming 2019 elections under the All Progressives Congress party.

• EARLY LIFE and EDUCATION
Mr Adesoji Eniade was born on 3rd day of April, 1959 in Ibadan to the family of Chief and Mrs Ayo Eniade.
He began his early education at St. Peters Anglican Primary School, Aremo, Ibadan between 1965 and 1970. He then procedded to Baptist High School, Iwo between 1971 and 1975 for his secondary school education where he acquired his GCE 'A' Level and WASSCE & O Level.
He gained admission into The Polytechnic, Ibadan in 1976 to acquire his Higher School Certificate in 1978. He then attended the prestigious University of Ibadan to obtain a Bachelor of Science Degree (Hons.) in Geography in the year 1981. By 1991, Eniade proceeded to the University of Ife (Obafemi Awolowo University), Ile-ife, Osun state, for a postgraduate Masters degree in Public Administration.
While serving as a Permanent Secretary, he was nominated by the State Government to participate in the Senior Executive Course 36 of the National Institute of Policy and Strategic Studies (NIPSS), Kuru, Jos, between January and December, 2012. He successfully graduated and thus became a proud Member of the National Institute (mni).
Adesoji Eniade is widely traveled and has completed short courses and trainings on management, leadership, policy making and implementation, project management, change management, public sector budgeting and budget control, across institutions like the Oxford University, UK, Malaysia lnstitute of Management, University of Stockholm, Sweden, Ghana lnstitute of Management and Public Administration, lnstitute of Public Administration, Topo, Badagry, among others.
He has equally attended World Bank Financed Programmes in Zimbabwe, the Gambia, Uganda and Ghana.

• CAREER
Mr Soji Eniade began his career at a young age of 23 with the Oyo state Civil service on 8th February, 1983 as an Administrative Officer (Grade VII) in the Ministry of Finance and Economic Planning. He then served in various capacities in the Ministry of Education, Oyo state Liason Offices in Lagos and Abuja, Ministry of Finance and Economic Planning, Ministry of Health, the Protocol Department of the Governor's Office, Service Matters (Office of the Head of Service), Oyo TESCOM; Oyo SUBEB and Policy Coordination Department. He also had a brief spell on secondment to the Federal Character Commission Abuja as National Coordinator South-west zone.
He became a Permanent Secretary on 1st June, 2009 and he was posted to Service Matters (Office of the Head of Service). He served in other Ministries which include Ministries of Education, Trade, Investment and Cooperatives, Environment and Habitat, and Youths and Sports.
He was appointed the Head of Civil/Public service by the Oyo state by Governor Abiola Ajimobi on 5th August 2014.
After spending 35 years in the Civil service, he retired as the Head of Service on 7th February 2018. In recognition of his meritorious service, the Governor Abiola Ajimobi appointed Mr Eniade as Executive Assistant (administration) with effect from 8th February, 2018.

• PERSONAL LIFE
Adesoji Eniade is happily married to Mrs Aderonke Eniade, and the marriage is blessed with wonderful children.
When he is not at work, he is an avid reader who loves fiction and autobiographies.

• POLITICS
After serving in the Oyo State Civil Service for 35 years, Adesoji Eniade officially retired from public service on the 7th of February, 2018, and he almost immediately declared his aspiration to become the next Governor of Oyo state in order to keep serving his state. He joined the All Progressives Congress party the week following his retirement in line with his gubernatorial aspirations.

• AWARDS
While at the University of Ibadan, Soji was renowned as an enigmatic sportsman and was a member of the University’s football's team representing UI at NUGA games. In recognition of his contribution to the team and his sporting prowess, he was inducted into the University of Ibadan’s Sports Honour Roll.
Amongst other numerous awards, he is also an awardee of the prestigious Institute of Chartered Secretaries and Administrators of Nigeria (ICSAN) and also of the Nigerian Labour Congress (NLC) in recognition of his commitment and solidarity for the labour movement.
